Castine Town Meeting Is March 27

Proposed Municipal Budget: $2,939,132 Note: This figure includes $1 million that the Witherle Memorial Library Trustees have requested to spend from the library trust fund. This money already exists and would not be raised through taxation. The budget for fiscal year 2010 was $1,724,582.

Proposed School Budget: $1,237,932.07, an increase of $12,808.02.

On the Agenda: Article 49 on the warrant asks whether voters approve a bond issue of up to $2.5 million for the design and construction of the first phase of long-term improvements to roads and underlying infrastructure in Castine Village. Using an estimated 3.5 percent interest rate and a five-year maturity, town officials estimated total debt service would be $2,768,520. Taxpayer dollars would pay back the road and drainage costs, while water and sewer rate payer fees would fund water and sewer costs.

Article 33 asks voters to appropriate $520,000 for roadway and infrastructure improvements in town.

Also on the agenda, the Witherle Memorial Library Trustees have requested to spend up to $1 million from the library’s trust fund to renovate and build an addition to the library building.

If voters do not approve the measure, another article asks if the trustees could be authorized to pay up to $50,000 from the trust fund for expenses already incurred in the planning of the addition.
